Spangler Strategies utilizes a deep knowledge of health care policy, successful advocacy, and diverse coalition building to support clients by working on a wide variety of health care issues, including preserving and strengthening employer-provided health coverage and promoting value-based insurance design and value-based payment reform. As part of her work with Spangler Strategies, Ms. Spangler is Senior Advisor to the American Benefits Council and the Alliance to Fight the 40, a coalition established to protect employer-provided health coverage. Spangler is also Co-Director of the Smarter Health Care Coalition, a diverse group of stakeholders focused on integrating benefit design innovations and consumer engagement within broader delivery system reform in order to better align coverage, quality, and value-based payment goals. Katy also serves on the Advisory Board to The University of Michigan Center for Value-Based Insurance Design.
Before forming Spangler Strategies, Katy served as Senior Vice President, Health Policy for the American Benefits Council, a trade association based in Washington, D.C. representing primarily Fortune 500 companies that either sponsor or administer health and retirement benefits covering more than 100 million Americans. Katy has distinctive knowledge and extensive understanding of the Affordable Care Act, having served as Deputy Health Policy Director of the U.S. Senate Health, Education, Labor and Pensions Committee during the health care reform debate, working for Senator Michael Enzi (R-WY), who during Katy’s tenure, was both the Chairman and Ranking Member of the Committee and a member of the Finance and Budget Committees. After leaving Capitol Hill, Katy cofounded VBID Health, a consulting company that specializes in designing and promoting health benefit plans and payment policies that get more health out of every health care dollar. Katy is frequently quoted in both the national and benefits media on health care topics, and is often a featured speaker on health care policy.
